The Boston Amateur Golf Society is kind of a loose league that schedules an average of 2-3 tournaments a week in the central and eastern Massachusetts area. Annual membership is around $100 and you play whatever tournaments you want to play once you've joined. This includes some private courses that might otherwise be inaccessible to you. They also have an off-season traveling trip.

BagsRI.com - Rhode Island division of BAGS
Each division runs its own tournaments - but if you're a member of either, you can play in any of the tournaments. They ask that you join whichever one you are going to play more at.

USGA Rules of Golf
Every golf player should know and understand the standard rules of golf before going out onto a course.
